Rechtsgrundlagen sind insbesondere die NPJOE-Satzung (§ 3(b), (d), (e), (f), (h), (i)), BGB, AO §§ 51–61 und der Gemeinnützigkeitsbescheid vom 12. August 2026 sowie in Nepal der Social Organisation Registration Act 2034 und die Association Regulations.The legal bases include the NPJOE Statutes (§ 3(b), (d), (e), (f), (h), (i)), the German Civil Code, Fiscal Code §§ 51–61 and the non-profit recognition letter of 12 August 2026, plus Nepal's Social Organisation Registration Act 2034 and Association Regulations.कानुनी आधारमा NPJOE को विधान (§ ३(ख), (घ), (ङ), (च), (ज), (झ)), जर्मन नागरिक संहिता, कर संहिताका §§ ५१–६१ र १२ अगस्ट २०२६ को गैरनाफामूलक मान्यता पत्र, साथै नेपालको संस्था दर्ता ऐन २०३४ र सम्बन्धित नियमावली पर्छन्।

Begriffe im MOU: „Parteien“ sind NPJOE und NPYS-N gemeinsam; „Programme“ sind die drei genannten Initiativen; „Volunteer“ bezeichnet Nepalis im Ausland im One-Day-Programm; „Nepal-Projekte“ sind alle MOU-Aktivitäten in Nepal; „Mittel“ sind die über One Euro for Nation eingeworbenen Finanzmittel. Ziele: qualifizierte Diaspora-Volunteers mobilisieren, Erste-Hilfe-Ausbildung in Schulen und Gemeinden durchführen, Spenden transparent verwalten, Wissen austauschen und zu den SDGs 3, 4 und 17 beitragen.Objectives: mobilise skilled diaspora volunteers, conduct First Aid training in schools and communities, manage donations transparently, exchange knowledge and contribute to SDGs 3, 4 and 17.उद्देश्य: दक्ष प्रवासी स्वयंसेवक परिचालन, विद्यालय र समुदायमा प्राथमिक उपचार तालिम, दानको पारदर्शी व्यवस्थापन, ज्ञान आदानप्रदान र दिगो विकास लक्ष्य ३, ४ र १७ मा योगदान।

Offen für alle Nepalis ab 18 Jahren, die im Ausland leben. Einsatzdauer mindestens ein Tag; längere Einsätze sind willkommen. Einsatzfelder: Gesundheit, Bildung, Technologie, Ingenieurwesen, Recht, Kunst, Sport, Umwelt und Wirtschaft.Open to all Nepalis aged 18+ living abroad. Minimum assignment is one day; longer deployments are encouraged. Fields: health, education, technology, engineering, law, arts, sports, environment and business.विदेशमा रहेका १८ वर्षमाथिका सबै नेपालीका लागि खुला। न्यूनतम परिचालन एक दिनको हुन्छ; लामो अवधिको परिचालनलाई प्रोत्साहन गरिन्छ। क्षेत्रहरू: स्वास्थ्य, शिक्षा, प्रविधि, इन्जिनियरिङ, कानुन, कला, खेलकुद, वातावरण र व्यवसाय।

NPJOE rekrutiert, prüft und zertifiziert; NPYS-N koordiniert Matching, Briefing und Einsatz vor Ort. Nach jedem Einsatz wird ein offizielles NPJOE-Zertifikat ausgestellt. Die Registrierung ist kostenlos; Reise und Unterkunft tragen Volunteers selbst.NPJOE recruits, screens and certifies; NPYS-N coordinates matching, briefing and on-site deployment. An official NPJOE certificate is issued after each assignment. Registration is free; volunteers cover travel and accommodation.NPJOE ले भर्ना, छनोट र प्रमाणीकरण गर्छ; NPYS-N ले मिलान, ब्रिफिङ र स्थलगत परिचालनको समन्वय गर्छ। हरेक परिचालनपछि NPJOE को आधिकारिक प्रमाणपत्र दिइन्छ। दर्ता निःशुल्क छ; यात्रा र बसोबासको खर्च स्वयंसेवक आफैँले व्यहोर्नुपर्छ।

Zielinstitutionen sind Grund- und weiterführende Schulen, Gemeindezentren und NGOs. Inhalte: grundlegende Erste Hilfe, CPR, Wundversorgung, Maßnahmen bei Ersticken und Verbrennungen, Katastrophenvorsorge und psychologische Erste Hilfe.Target institutions are primary and secondary schools, community centres and NGOs. Content covers basic First Aid, CPR, wound care, choking, burns, disaster preparedness and mental health First Aid.लक्षित संस्था प्राथमिक तथा माध्यमिक विद्यालय, सामुदायिक केन्द्र र गैरसरकारी संस्था हुन्। विषयवस्तुमा आधारभूत प्राथमिक उपचार, CPR, घाउको हेरचाह, घाँटीमा अड्किएको वस्तु, पोलेको अवस्था, विपद् पूर्वतयारी र मानसिक स्वास्थ्य प्राथमिक उपचार पर्छन्।

Qualifizierte medizinische NPJOE-Volunteers trainieren unter Koordination von NPYS-N. Mindestziel: 500 Teilnehmende pro Jahr und 50 Schulen im Projektzeitraum. Trainingskits und Zertifikate sind kostenlos. NPYS-N führt Anwesenheitslisten und berichtet quartalsweise.Qualified NPJOE medical volunteers train under NPYS-N coordination. Baseline target: 500 participants per year and 50 schools during the project period. Training kits and certificates are free. NPYS-N keeps attendance records and reports quarterly.NPJOE का योग्य स्वास्थ्यकर्मी स्वयंसेवकले NPYS-N को समन्वयमा तालिम दिन्छन्। आधार लक्ष्य: वर्षमा ५०० सहभागी र परियोजना अवधिभर ५० विद्यालय। तालिम किट र प्रमाणपत्र निःशुल्क हुन्छन्। NPYS-N ले उपस्थिति अभिलेख राख्छ र त्रैमासिक प्रतिवेदन दिन्छ।

Nepalis weltweit können freiwillig jeden Betrag spenden. Die Mittel finanzieren Schulmaterialien, Hygienekits, medizinische Sachspenden und Erste-Hilfe-Trainingsmaterialien. NPJOE verwaltet Fundraising und Bankkonto in Deutschland und international.Nepalis worldwide may donate any amount voluntarily. Funds support school materials, hygiene kits, medical donations and First Aid training materials. NPJOE manages fundraising and the bank account in Germany and internationally.विश्वभरका नेपालीले स्वेच्छाले जुनसुकै रकम दान गर्न सक्छन्। रकम शैक्षिक सामग्री, सरसफाइ किट, स्वास्थ्य सहयोग र प्राथमिक उपचार तालिम सामग्रीमा खर्च हुन्छ। NPJOE ले जर्मनी र अन्तर्राष्ट्रिय रूपमा रकम सङ्कलन र बैङ्क खाता व्यवस्थापन गर्छ।

Eine Übertragung an NPYS-N erfolgt per Banküberweisung erst nach Projektgenehmigung. NPYS-N legt innerhalb von 30 Tagen einen Einzelverwendungsnachweis und jährlich einen Prüfbericht vor; NPJOE veröffentlicht jährlich einen Impactbericht für Spender:innen.Transfer to NPYS-N is made by bank transfer only after project approval. NPYS-N submits an itemised report within 30 days and an annual audit report; NPJOE publishes an annual impact report for donors.परियोजना स्वीकृत भएपछि मात्र NPYS-N लाई बैङ्क मार्फत रकम पठाइन्छ। NPYS-N ले ३० दिनभित्र विस्तृत विवरण र वार्षिक लेखापरीक्षण प्रतिवेदन बुझाउँछ; NPJOE ले दाताका लागि वार्षिक प्रभाव प्रतिवेदन प्रकाशित गर्छ।

Alle Mittel dienen ausschließlich den drei Programmen. NPJOE führt ein eigenes Projektkonto; jede Transaktion wird dokumentiert und jährlich geprüft. Übertragungen setzen schriftlichen Projektvorschlag, Detailbudget und Vorstandsgenehmigung voraus.All funds are used exclusively for the three programmes. NPJOE maintains a dedicated project account; every transaction is documented and audited annually. Transfers require a written project proposal, detailed budget and board approval.सम्पूर्ण रकम तीन कार्यक्रममा मात्र प्रयोग हुन्छ। NPJOE ले छुट्टै परियोजना खाता राख्छ; हरेक कारोबारको अभिलेख राखिन्छ र वार्षिक लेखापरीक्षण हुन्छ। रकम पठाउन लिखित परियोजना प्रस्ताव, विस्तृत बजेट र कार्यसमितिको स्वीकृति चाहिन्छ।

NPYS-N reicht spätestens 30 Tage nach Projektabschluss vollständige Einzelbelege ein. Nicht verbrauchte Mittel werden zurückgezahlt oder abgestimmt übertragen. Beide Seiten bewahren Finanzunterlagen mindestens zehn Jahre auf. Verwaltungskosten über 15 % des Projektbudgets benötigen vorherige schriftliche Zustimmung.NPYS-N submits complete itemised receipts within 30 days after project completion. Unspent funds are returned or rolled over by agreement. Both parties retain financial records for at least ten years. Administrative overhead above 15% of the project budget needs prior written approval.NPYS-N ले परियोजना सकिएको ३० दिनभित्र पूर्ण विस्तृत रसिद बुझाउँछ। खर्च नभएको रकम फिर्ता गरिन्छ वा सहमतिअनुसार अर्को परियोजनामा सारिन्छ। दुवै पक्षले वित्तीय अभिलेख कम्तीमा दस वर्ष सुरक्षित राख्छन्। परियोजना बजेटको १५ प्रतिशतभन्दा बढी प्रशासनिक खर्चका लागि अग्रिम लिखित स्वीकृति चाहिन्छ।

Ansprechpartner sind Kesilal Sunchauri für NPJOE und Sohan Prasad Neupane für NPYS-N. Mindestens zweimal jährlich findet ein gemeinsames Treffen persönlich oder per Video statt.Focal points are Kesilal Sunchauri for NPJOE and Sohan Prasad Neupane for NPYS-N. Joint meetings take place at least twice per year, in person or by video.सम्पर्क व्यक्ति: NPJOE का लागि केशीलाल सुनचौरी र NPYS-N का लागि सोहन प्रसाद न्यौपाने। संयुक्त बैठक वर्षमा कम्तीमा दुईपटक, प्रत्यक्ष वा भिडियोमार्फत हुन्छ।

NPYS-N übermittelt bis zum 15. Tag nach jedem Quartal einen Bericht über abgeschlossene Aktivitäten, erreichte Begünstigte und eingesetzte Mittel. Wesentliche Entwicklungen oder Änderungen werden einander unverzüglich mitgeteilt.NPYS-N submits a report by the 15th day after each quarter on completed activities, beneficiaries reached and funds used. Both parties promptly notify each other of significant developments or changes.NPYS-N ले हरेक त्रैमास सकिएको १५ दिनभित्र सम्पन्न गतिविधि, लाभान्वित सङ्ख्या र खर्च भएको रकमबारे प्रतिवेदन बुझाउँछ। महत्त्वपूर्ण घटनाविकास वा परिवर्तनबारे दुवै पक्षले एकआपसमा तुरुन्तै जानकारी दिन्छन्।

Name und Logo der jeweils anderen Organisation dürfen für MOU-Zwecke nur mit vorheriger schriftlicher Zustimmung verwendet werden; für Fundraising ist eine besondere schriftliche Genehmigung nötig. Gemeinsam entwickelte Programme, Materialien und Berichte gehören beiden Seiten und dürfen frei nichtkommerziell genutzt werden.Either organisation's name and logo may be used for MOU purposes only with prior written consent; fundraising requires specific written authorisation. Jointly developed programmes, materials and reports are jointly owned and may be freely used for non-commercial purposes.कुनै पनि संस्थाको नाम र लोगो समझदारीपत्रका प्रयोजनका लागि अग्रिम लिखित सहमतिमा मात्र प्रयोग गर्न पाइन्छ; रकम सङ्कलनका लागि छुट्टै लिखित अनुमति चाहिन्छ। संयुक्त रूपमा तयार पारिएका कार्यक्रम, सामग्री र प्रतिवेदन संयुक्त स्वामित्वमा रहन्छन् र गैरव्यावसायिक प्रयोजनमा स्वतन्त्र रूपमा प्रयोग गर्न सकिन्छ।

Sensible Informationen einschließlich Daten von Volunteers und Begünstigten bleiben vertraulich. NPJOE hält die EU-DSGVO ein, NPYS-N das anwendbare nepalesische Datenschutzrecht. Die Vertraulichkeitspflicht gilt fünf Jahre über das Ende des MOU hinaus.Sensitive information, including volunteer and beneficiary data, remains confidential. NPJOE complies with the EU GDPR and NPYS-N with applicable Nepalese privacy law. Confidentiality survives termination for five years.स्वयंसेवक र लाभग्राहीको डेटासहितका संवेदनशील सूचना गोप्य रहन्छन्। NPJOE ले युरोपेली संघको GDPR र NPYS-N ले नेपालको प्रचलित गोपनीयता कानुनको पालना गर्छ। सम्झौता अन्त्य भएपछि पनि गोपनीयताको दायित्व पाँच वर्षसम्म कायम रहन्छ।

Das MOU gilt vom 15. August 2026 bis 31. Dezember 2030. Eine Verlängerung erfordert spätestens drei Monate vor Ablauf eine gemeinsame schriftliche Vereinbarung. Jede Seite kann mit drei Monaten schriftlicher Frist kündigen; bereits genehmigte Projekte laufen weiter.The MOU runs from 15 August 2026 to 31 December 2030. Renewal requires mutual written agreement at least three months before expiry. Either party may terminate with three months' written notice; approved ongoing projects continue.समझदारीपत्र १५ अगस्ट २०२६ देखि ३१ डिसेम्बर २०३० सम्म लागू रहन्छ। नवीकरणका लागि म्याद सकिनुभन्दा कम्तीमा तीन महिना अगावै दुवै पक्षको लिखित सहमति चाहिन्छ। कुनै पनि पक्षले तीन महिनाको लिखित सूचना दिई अन्त्य गर्न सक्छ; स्वीकृत भइरहेका परियोजना निरन्तर चल्छन्।

Bei einem wesentlichen Verstoß ist die sofortige Beendigung möglich, wenn er nicht innerhalb von 30 Tagen behoben wird. Nach Beendigung sind nicht verbrauchte Mittel innerhalb von 60 Tagen an NPJOE zurückzuzahlen.For a material breach, immediate termination is possible if the breach is not remedied within 30 days. On termination, unspent funds must be returned to NPJOE within 60 days.गम्भीर उल्लङ्घन भएमा र ३० दिनभित्र सुधार नभएमा तत्काल अन्त्य गर्न सकिन्छ। अन्त्य भएमा खर्च नभएको रकम ६० दिनभित्र NPJOE लाई फिर्ता गर्नुपर्छ।

Änderungen gelten nur als gemeinsam schriftlich vereinbarter und unterzeichneter Nachtrag. Streitigkeiten werden zunächst nach Treu und Glauben verhandelt; nach 60 Tagen kann eine Mediation angerufen werden.Amendments require mutual written agreement in a signed addendum. Disputes are first negotiated in good faith; after 60 days the parties may refer the matter to mediation.संशोधनका लागि हस्ताक्षरित पूरकपत्रमा दुवै पक्षको लिखित सहमति चाहिन्छ। विवाद पहिले सद्भावपूर्ण वार्ताबाट समाधान गरिन्छ; ६० दिनपछि पक्षहरूले विषय मध्यस्थतामा लैजान सक्छन्।

Das MOU ist eine Absichtserklärung und begründet über ausdrücklich geregelte Bestimmungen hinaus keine bindenden finanziellen Pflichten. Keine Seite handelt ohne Zustimmung als Vertreterin der anderen; die Kooperation ist nicht exklusiv. Die englische Fassung ist maßgeblich, ersetzt frühere Absprachen und kann in Gegenstücken sowie digital unterzeichnet werden.The MOU is a statement of intent and creates no binding financial obligations beyond expressly stated provisions. Neither party acts as agent for the other without consent; the cooperation is non-exclusive. The English version prevails, supersedes prior understandings and may be executed in counterparts and with digital signatures.समझदारीपत्र मनसायको घोषणा हो र स्पष्ट रूपमा उल्लेख गरिएका व्यवस्थाबाहेक कुनै बाध्यकारी वित्तीय दायित्व सिर्जना गर्दैन। सहमतिबिना कुनै पक्षले अर्को पक्षको प्रतिनिधिका रूपमा काम गर्दैन; यो सहकार्य एकाधिकारमूलक होइन। अङ्ग्रेजी संस्करण मान्य हुन्छ, यसले अघिका समझदारीलाई प्रतिस्थापन गर्छ र छुट्टाछुट्टै प्रतिमा तथा डिजिटल हस्ताक्षरबाट पनि सम्पन्न गर्न सकिन्छ।
